Peppolはﾍﾞﾙｷﾞｰ法に基づく非営利型法人だから、営利法人（営利の分配を目的とする法人）である株式会社のような株主（出資者）権は存在しません。
Peppol ＡＩＳＢＬの会員権は、定款第３章第５条に規定されています。会員には総会の投票権（定款第１８条）ありますが、会員には退会時のPeppolの持分分配権がありません（定款第７条）。
総会資料では会員は「stakeholder」と表示されています。

stakeholderは利害関係人や出資者の邦訳を見かけることがありますが、peppolでは非営利法人であるためPeppolの「membership」が「stakeholder」と同義で使われていることが気になりました。
法律用語辞書でも、米国系の辞書では営利法人の利害を説明するのに対して、英国系の辞書では賭物の保護預かりや広義の利害関係を説明する傾向にあります。
英国ではstakeholderには利害関係人の意味合いが強いものの、それがどうして非営利法人の会員と同義になる用法なのか、よく分かりませんでした。
各種辞書での説明振りは、以下のとおりでした。

賭の決定するまで、賭物を預り保管する者
一つの物に相対立する請求者ある場合に、利害関係なき第三者にして、その物を所持する者を指すことも多い。

stakeholder: stakeholderとstockholderの用法を混同するなとの注意記載があります。
Stakeholder, missed by the Oxford English Dictionary but included in Webster’s New International Dictionary, originally meant “the holder of a stake or wager,” a meaning it still carries.
But in modern American legal writing it usually denotes one who holds property, the right or possession of which is disputed between two other parties (as in an interpleader action).
